A traffic study has been prepared for the proposed conversion of the former Holbrook Chemical Company facility into a municipal solid waste (MSW) transfer facility by TLA Holbrook, LLC.  The study concluded that the project would not result in a degradation of traffic operations on the surrounding roadway network.  The existing site is located at the terminus of Phillips Road in Holbrook, Massachusetts, on the Holbrook, MA -Randolph, MA town line.  An existing rail line is located adjacent to the property, providing the benefit of rail access for the transport of MSW materials to off-site disposal facilities.  The new site is proposed to have a capacity of 1,000 tons per day, with access provided through the site entrance on Phillips Road south of Mear Road.

 

Included in the traffic study area for the proposed facility are the unsignalized intersections of Washington Street with South Street in Braintree, MA and Phillips Road with Mear Road in Holbrook, MA.  Also included are the signalized intersections of North Main Street (Route 28)/Union Street (Route 139) with North Road/South Main Street (Route 28) in Randolph, MA, Union Street (Route 139) with Mill Street and Center Street in Randolph, MA, and the intersection of Union Street (Route 139) with Centre Street and Water Street in Holbrook, MA. 

 

Based on the capacity of the proposed Holbrook MSW Facility, the average truckload size, and the operating hours, an average entering volume of 7 trucks per hour was determined.  Train service to the site will occur once per day, and while the schedule has not been set, the pickup is expected to occur mid-day.  Because the truck traffic destined for the proposed Holbrook MSW facility will have no route restrictions, it was distributed into the traffic stream in accordance with current traffic patterns at the study area intersections. 

 

The numbers of trucks accessing the MSW transfer facility through the studied intersections during an average hour are shown in the following table:

The analysis of the capacity of the study intersections indicates that impacts to the operation and delay at the studied intersections are minimal as a result of the redevelopment of the Holbrook Chemical Company site and will not degrade traffic operations on the surrounding roadway network.
